However, those changes are not occurring at the same rate in all places. The key changes are in regulation from one of high regulation to one of low regulation and from asset focus to customer focus. By plotting these two forces on a graph, we can get a sense of which utility markets are emerging, in transition or beginning to achieve the characteristics that we believe describe the utility of the future. Emerging utilities are heavily regulated and focus significant attention on asset management. Transitioning utilities that include significant players in North America and Europe, are beginning to cope with deregulation, competition and the likely impact these changes are going to have on their business. The utility of the future has made the transition to a competitive environment and has a good grasp of how to compete effectively both in terms of energy delivery and in terms of customer services.
