8 EU Active Inclusion strategy Active Inclusion – Actieve Integratie  “Integratie van mensen die het verst van de arbeidsmarkt afstaan”: arbeids(re)integratie / financiele of maatschappelijke ondersteuning voor diegenen die niet in staat zijn te werken.  Integratie van 3 zuilen: 1)Voldoende inkomensondersteuning 2)Verbinding met de arbeidsmarkt 3)Toegang tot kwalitatief sterke dienstverlening

9 Europese Aanbeveling over Active Inclusion (2008):  Integratie van de 3 zuilen (inkomen, werk en dienstverlening);  Horizontale en verticale coordinatie tussen de stakeholders;  Gemeenschappelijke criteria (European Voluntarty Quality Framework) EU Active Inclusion strategy

10  Cities are aware of the EU Active Inclusion strategy but are not very familiar with the details.  The EU Active Inclusion strategy is in line with cities’ priorities on social inclusion.  The EU Active Inclusion strategy has potential to add value to local level strategies for social inclusion.  Implementing active inclusion strategies at local level is of fundamental importance for social and territorial cohesion.  Cities have an important role to play in developing and implementing active inclusion strategies, and EUROCITIES- NLAO is committed to do this. 11 NLAO Onderzoek Najaar 2010 I. Sociale dienstverlening: –Meeste steden hebben kwaliteitsbeginselen: Gepersonaliseerde diensten, toegankelijk, etc. Maar: -Steeds minder publiek geld beschikbaar (alle steden) -Kwaliteitscriteria niet flexibel (Brno, Kopenhagen) -Problemen met personeel – slecht betaald, stigma, (Brno, Sofia)

Sociale Economie: -Belangrijk voor actieve integratie: -Aangepast werk, basisvaardigheden leren -Soms stap naar reguliere arbeidsmarkt -Nuttige dienstverlening -Minder afhankelijkheid van uitkeringen Maar: -Steeds minder geld beschikbaar voor ondersteuning sociale economie -Lastige regels openbare aanbesteding (Krakow, Roubaix, Stockholm, Rotterdam)
