Focus INTERREG t.o.v. andere Europese Fondsen Uitgangspunt: Dezelfde Europese thema’s maar gericht op de regio: versterken van regio’s en het verkleinen van de verschillen tussen regio’s (sterken helpen zwakkeren; gebruik maken van verschillen) >> COHESIE (beleid) en dus: internationale samenwerking en openbaarheid van resultaten en outputs! De internationale INTERREG programma’s in NL NWE en NSR bestrijken elk apart niet heel NL. Interreg-Europe wel.

Programma’s binnen INTERREG Verschillende én overlappende thema’s tussen de programma’s, met ieder hun eigen problemen en uitdagingen. NWE Versterken van de innovatiecapaciteit van regio's en organisaties Versnellen van de overgang naar een koolstofarme economie Efficiënt gebruik van materialen en grondstoffen NSR Versterken van onderzoek, technologische ontwikkeling en innovatie Efficiënte omgang met hulpbronnen Aanpassingen aan klimaatverandering en behoud en bescherming van het milieu Duurzaam vervoer Europe Verbeteren van het concurrentievermogen van het MKB Overgang naar een koolstofarme economie Behoud en bescherming van het milieu en efficiënte omgang met hulpbronnen Maar daarnaast in NL ook nog: 2-zeeen, NL-DE, NL-VL en Euregio Maas-Rijn: 4 cross border programma’s onder coördinatie van het ministerie van EZ

INTERREG NWE: kenmerken en stand van zaken (1) Budget V-de programmaperiode (2014-2020) = 372 miljoen, waarvan begin 2018, 133 miljoen ERDF gealloceerd (36%); 2 fasen ontwikkelings- en aanvraagproces, ten minste 2 reguliere calls voor alle prioriteiten per jaar; Nu belangrijk: Targeted call voor CO2 reductie: ook voor transport-projecten! Sluit juli 2018; BREXIT effect: nog 1 call met garantie voor UK partners! Max 60% cofinancieringspercentage; Indienen op doelstelling LP is altijd partij zonder winstoogmerk; Consortia moeten bestaan uit triple helix partijen en hebben minimaal 3 partners uit tenminste 2 landen uit het NWE gebied; Private partijen gewenst, niet verplicht; Tastbare en meetbare resultaten, economisch georiënteerd (euro’s en banen) AANPASSEN

Low Carbon

INTERREG NWE: kenmerken en stand van zaken (2) GOEDGEKEURD: in alle prioriteiten: 40 projecten, totaal: 133 miljoen ERDF ofwel ruim 35%; GOEDGEKEURD prio 2: 18 projecten (70 m ERDF) = 47% van het budget voor die prioriteit; waarvan slechts 4 mobiliteitsprojecten (8,6 m ERDF; SO4) Slaagkans: prio 2 projecten: stap 1 ruim 25%, stap 2 overall ca 70% 50 miljoen uit budget prioriteit 2 = gereserveerd voor Targeted call on CO2 reduction (juli 2018) 27 miljoen vrij beschikbaar in prioriteit 2 voor “normale, 2-fasen projecten”.

BE|NL|DE H2Share: Reducing emissions for heavy-duty transport in NWE through hydrogen solutions Challenge logistics sector contributes 25% of total transport sector CO2 emissions hydrogen technology has a key role to play in zero-emission logistics over longer distances Heavy-duty vehicles with a fuel cell range extender - while not yet commercially available in the EU - have huge potential Objective Facilitate the development of a market for low-carbon heavy duty vehicles on hydrogen for logistic applications Result 27 ton HD rigid truck on hydrogen demonstrated 6 times in operational environment (TRL 7) with 4 transport operators 1 mobile hydrogen refuelling station demonstrated 75 ton CO2 reduced during 2 demonstrations

CHIPS: Challenge Objective Result BE|DE|NL|UK Cycle Highways Innovation for smarter People Transport & Spatial Planning Challenge Need to reduce CO2 emissions from transport Develop and promote cycle highways as an effective and cost efficient low carbon solution Objective CHIPS aims to develop bicycle highways into a high quality and transnational mobility solution Result Use of cycle highways increased by a factor of 1.5 to 3 Reduction of 9.683t CO2-emissions per year

RIVER FR | UK | NL | LU | DE Non carbon river boat powered by combustion engines Challenge It is expected that 6600 engines on existing vessels will need to be replaced in 2018-50 and 2400 new vessels will come into operation Objectives RIVER aims to address these issues and to apply an Oxy-fuel combustion technology for Diesel engines that eliminates NOx (part of the GHG), and to capture, store all CO2 emissions and reduces fuel consumption by up to 15%. Result NOX of the equipped vessel will be reduced at 194 kg, 24 t/year CO2 will be avoided and the consumption reduced by 1500 l/year.  After ten years: a European campaign involving IW Operators National authorities and Engine manufacturers will ensure that hundreds of boat retrofits will be achieved The retrofit of 300 medium size boats expected resulting in the reduction of 21000 t/year CO2 generating few hundred (in)direct jobs.

SMART TRACKing data network 4 WATERWAYS BE | FR | NL | DE | UK Challenge no dedicated communication tools for waterway transportation, existing maritime systems are too expensive for SMEs. This is a critical issue, especially as 85 % of European river freight is concentrated in NWE territory. Objective ST4W aims to convince shippers shipping palletized freight to ship road freight by water Efficient, simple and low-cost communications tools, using worldwide standards , provinding tracking and tracing of freight for inland waterways Result Forecast: a modal transfer of 600 millions t.km from road to waterway, namely 40 000 T of CO2 saved by the tenth year after the project.

Rejected projects: reasons Transport projects often have broader and bigger partnerships than other projects in the low carbon priority. They are often rejected because of broad objectives and lack of focus (also due to the higher number of partners involved). Shopping list of investments/pilots, they tend to do many things in one project Also, projects needs strong involvement of transport operators… but it is a highly competitive sector, companies are not open to “share” data or to cooperate. E.g. when they speak about optimising logistics chains/traffic management, it is easy to demonstrate how many SMEs are involved or how many tons of goods will be transported but not the effect on GHG reduction.   The direct contribution to GHG reduction is not always evident. They come up with figures but they have difficulties in showing the direct contribution to GHG from their activities.   And I think this is where we have a gap and where transport operators have difficulties to explain their GHG contribution and cooperate with transport operators (see points below). Specific objective 4 – transport systems Rejected projects: reasons Broad objectives + lack of focus (due to the higher number of partners involved). Watch out for these pitfalls in priority 2 Start from a quantified baseline, your starting point Make sure that baseline, results at the end of the project and after 5, 10 years are IN LINE Go beyond research Avoid technical jargon Transport projects  GHG reduction? + focus? Look at wider context

Types of activities in ToR Increase the share of renewable energies in the production and consumption mix; New and emerging renewable energy technologies to make them more cost-efficient and compatible with other primary energy sources’ technologies; Storage capacities of renewable energies; Hybrid solutions (i.e. combination of two or more renewable energy technologies); Solutions on new grid technologies at large-scale; Solutions to realize carbon free mobility; Solutions related to alternative transport fuels (e.g. 2nd and 3rd generation biofuels); Optimised energy management systems (e.g. flexible generation and consumption as well as storage) to better match demand and supply (like for example Smart City Solutions for residential living and industrial areas). List comes from ToR. Some explanations: 1st: biofuels directly produced from food crops Carbon free mobility: always linked to RE sources (hydrogen?) 2nd: biofuels produced from non-food crops such as wood, organic waste, food crop waste and specific biomass crops 3rd generation biofuels: optimised production of biomass. It takes advantage of specially engineered energy crops such as algae as its energy source Smart City solutions: DIGITILISATION, access to services, optimising use of buildings, generating and distributing energy/improving compatibility of energy demand/supply, ENERGY DEMAND could playa role here (incentive systems, improving energy management systems to steer demand and supply, access of consumers to RE sources, individuals or corporates producing RE and putting to the grid

Difference to regular P2 projects Themes NOT covered in targeted call: - Energy efficiency (of buildings, lighting, transport solutions, processes…) - Climate adaptation/mitigation measures - Optimised traffic management (logistics, ICT etc) - ICT/grid/transport projects where there is no link to renewable energy Check: waste to energy / biomass … overlap with priority 3!? What is not covered in targeted call. Overlaps with other priorities, beware. See also next slides on certain characteristics.
