4 Slide 4. 1. De vier componenten van het Lima pakket 1. Beslissing over informatievereisten van de ‘intended nationally determined contributions (INDC)’ voor 2015 Akkoord COP Warsaw kwam stappenplan overeen: vraag alle landen om ruimschoots voor COP21 (Parijs) – en niet later dan eerste kwartaal 2014 voor landen die hiertoe in staat zijn - met INDC te komen. Commissievoorstel voor Klimaat en Energiepakket 2030 is in deze context Bonn sessie maart: polarisatie over INDC. Ontwikkelde landen -> INDC = mitigatiecommitment en geen differentiatie China, India en Likeminded groep -> INDC = mitigatie + adaptatie + support en differentiatie ontwikkelde en ontwikkelingslanden Bonn sessie juni: veel constructiever Voorstel van co-voorzitters Veel steun voor asymetrische benadering -> INDC = mitigatie maar ook parallelle processen voor inputs adaptatie en support voor het akkoord LIMA moet in staat zijn om compromis te bereiken. Belang om timing aan te houden voor beoordeling INDC’s pre Parijs

De definiëring van elementen die deel uitmaken van akkoord = mitigatie, adaptatie, financiering, technologie, capaciteitsopbouw, en transparantie Bonn sessies : discussies worden concreter en constructiever Notie van cyclus is belangrijk. Akkoord moet dynamisch zijn en steeds naar boven toe kunnen bijgesteld worden. Lima : elementen definiëren dus nog geen onderhandelingstekst Wellicht ook nood aan start overleg juridische vorm 3. Een beslissing over initiatieven voor verhogen ambitie pre 2020 Bonn (maart en juni) technische expervergaderingen over domeinen met hoog mitigatiepotentieel (energie-efficiëntie, hernieuwbare energie, landbouw en bossen, stedelijk beleid) Ook ministeriële sessie voor verhoging ambitie Kyoto Partijen en voor alle andere landen, maar geen nieuwe aankondigingen pre 2020 BAN KI MOON Summit (23 september) tal van initiatieven liggen voor ter onderschrijving (carbon pricing, SE4ALL, …) Kapitalisatie van Green Climate Fund die nu van start gaat is zeer belangrijk element

H LPF 2 + E COSOC ANNUAL MINISTERIAL REVIEW (30.06 – 9.07) Korte rappel : wat is de HLPF ? 67/290 :  Vervangt CSD en binnen 2 jaar ook ECOSOC annual ministerial review  A dynamic platform for dialogue, stocktaking and agenda setting on SD  Review progress in implementation of all SD commitments Rappel : Di Rupo sprak op inaugurale HLPF sept 2013:  La lutte contre les inégalités  Nos modes de consommation et de production doivent changer  Égalité hommes/femmes et SRHR doivent être dans agenda P 2015  Un cadre financier ambitieux Outcome eerstdaags : negotiated Declaration Volgens 67/290 (§20) moet HLPF « consider in 2014 the scope and methodology of the global sustainable development report based on a proposal of the DSG » Ook volgens 67/290 (§21) kan het HLPF aanbevelingen richten tot de board van de 10YFP on SCP

SDG S O PEN W ORKING G ROUP (14 – 18.07) Challenges in de laatste rechte lijn naar OWG 13 :  Laten we initïele opdracht niet vergeten (§247 Rio) : « SDGs should be action oriented, concise, easy to communicate, limited in number, aspirational, global in nature and universally applicable to all countries while taking into accout different national realities, capacites and levels of development »  Aantal goals nu op 17  Aantal targets nu ongeveer op 150  Dominantie van means of implementation  Goal « peaceful societies » bedreigd  Plaats voor klimaat : stand alone en/of gemainstreamed

S USTAINABLE DEVELOPMENT FINANCE EXPERTS G ROUP (4 – 8.08.14) Oorsprong is § 255 en 256 van Rio 30 leden waaronder FIN, UK, FR, DE, SW, EST, BULG Expert-functie werd snel overvleugeld door nationale standpunten Uitgangspunt was oa belang van domestic resource mobilization, nu is official development assistance « all over the place » Uitweg wordt een rapport met OPTIES (augustus)

S TART EIGENLIJKE INTERGOUVERNEMENTELE ONDERHANDELINGEN 69ste UNGA als ‘convergence and starting point’ MAAR ZEER COMPLEX 1) Reeds op 8 en 9 september : « High level stocktaking event on the post 2015 development agenda » 2) De wijze van receptie van OWG rapport en SDF rapport onklaar : debat alleen of resoluties 3) Resolutie over de modaliteiten van P 2015 summit onderweg 4) Sowieso ook de verschillende gebruikelijke 2de commissie resoluties over duurzame ontwikkeling 5) Synthesis rapport van SG in november verwacht als startschot voor eigenlijke onderhandeling

O PVOLGING UNEA 1 (23 – 27.06) Belang van het « Ministerial outcome document » 16 resolutions oa over zeer concrete milieu-onderwerpen als : air pollution science policy interface marine plastic debris ecosystem based adaptation illegal trade in widlife chemicals and wastes maar ook : Different visions and approaches for env sustainability UN system wide strategies on the environment Further enhancing access to information Rol Belgie met 2voudig bureaumandaat : zowel CPR als UNEA zelf

COP 12 CONVENTION BIOLOGICAL DIVERSITY, Pyeongchang, 6 – 17.10 Challenges of COP12 in 2014: maintain momentum of COP10 and review progress in and enhance implementation of Aichi Targets; adopt final RM target. Qua laatste dus onder andere: ( i) adopt the Hyderabad target on international financing flows as final target; (ii) adopt a target on domestic financing to balance the picture, (although most likely not a quantitative target); (iii) keep other preliminary targets in the picture (reporting domestic expenditure and financing needs and priorities, developing national financial plans etc.) (iv) consider full operationalization of Aichi Target 3 on elimination, phase-out or reform of incentives, including subsidies, harmful to biodiversity;

Other important COP12 issues: (i) marine and coastal biodiversity; (ii) mid-term review of the Strategic Plan for Biodiversity 2011-2020; (iii) Global Biodiversity Outlook 4; (iv) efficiency of structures and processes of CBD and its protocols; (v) synergies among biodiversity-related conventions and processes; (vi) contribution of biodiversity to sustainable development and P 2015 A political message from HLS, and possibly, a further negotiated decision, to consider how the Strategic Plan for Biodiversity 2011-2020 and Aichi Targets contribute to sustainable development and on how biodiversity can be further integrated into SD agenda.

COP/MOP 7 Cartagena Protocol, 29.9 – 3.10, Pyeongchang - weinig politiek, vooral technisch met nadruk op verdere uitvoering van bestaande instrumenten en maatregelen ivm invoer, uitvoer en doorgang van GGOs, - Institutioneel en politiek is de bijdrage aan CBD COP12 agendapunt ivm ‘ efficiency of structures and processes of CBD and its protocols ’ belangrijk 4. COP/MOP 1 Nagoya Protocol, 6 – 17.10, Pyeongchang - Entry into force na 50 ratificaties. Momenteel zijn er 45. Kans is groot dat de laatste 5 nog tijdig gehaald worden opdat de COP/MOP1 doorgaat in parallel met CBD COP12. - COP/MOP1 belangrijk voor de operationalisatie van het Protocol ivm het ABS Clearing House, compliance, capacity building, enz. Ook voor de uitvoering van de juist geadopteerde EU ABS wetgeving ivm het Protocol - Extra politiek belang van tijdige ratificatie door België gezien België de EU vertegenwoordigt in het ICNP Bureau dat de COP/MOP voorbereidt en zal begeleiden. ( ratificatiedossiers van federaal + 3 gewesten in proces )
