Militair optreden in begin 21ste eeuw  Post 9/11 (= ook post-Nairobi/Dar Es Salaam, Bali, Madrid, London, Istanbul, Casablanca en meer…)  Focus op grensgebied zuidelijk Afghanistan/Pakistan als oorsprong terroristische activiteiten…  Door Angelsaksische landen en Nederland (in Uruzgan)…

De Nederlandse operationele stijl:  Krijgsmacht in Nl niet bijster populair (nooit echt geweest)…  Groot deel Nederlanders gelooft niet in militaire oplossingen (van oudsher al niet, qua nationale cultuur niet)  Ccc = communication, consultation and compromising…  Koloniaal verleden gebaseerd op meeregeren door inheemse partijen (Lammers, 2005)  Wel internationaal mee willen tellen (ook al van oudsher)  Uruzganmissie gaat door maar is omstreden: (te veel) gevechtsmissie…  Als compensatie nadruk door politiek/krijgsmacht op opbouw, “doing good” en samenwerking met lokale partijen…  “Dutch approach” (vgl aanpak treinkapingen in jaren zeventig)…

De Noord-Amerikaanse operationele stijl:  Nationaal geloof in militaire oplossingen (van oudsher “front-state”), militaire uitgaven (p.c.) bijna drie keer zo hoog als op Europese continent…. (en in Nl!)  Van oudsher geloof in technologische oplossingen (Nobelprijzen!)  Cultureel gesproken: orientatie op Mastery and can-do…  Geen koloniale ervaring, korte interventies…  Ccc = competition, cracking and conflict…  In opleidingen: status voor de warrior en niet voor de humanitarians and civils…  “a distaste for unheroic roles…”

Kenmerkende verschillen:  Aantal Amerikaanse gesneuvelden beduidend groter (gevaarlijke jacht op vijandelijke “elementen”)  Veel zwaardere werkcondities in V.S. leger (lengte uitzendduur met name)  Werken met tolken: in 2004 tolken- dichtheid in VS leger 1-75/150, in Nlse leger 1-10/15

Ontwikkelingen in Nederlands optreden:  Nu ook voor de eerste keer sinds… ? (Korea) echte gevechsthandelingen, herovering van gebied (Battle of Chora)  De krijgsmacht wil dit ook bekend hebben…  “Dutch approach” (omstreden geraakt) wordt geherformuleerd in 3D approach, wordt dus niet verlaten…

Ontwikkelingen in VS optreden  Nieuw soort commandant (soldier-scholar) op hoogste en subhoogste niveau (generaalsbenoemingen door Petraeus zelf)  Publicatie nieuwe doctrine in 2006 met nadruk op culturele, religieuze en talenkennis  Gebruik van antropologische kennis in het veld (zgn. Human Terrain Specialists)  Taaltraining wordt fors gestimuleerd  Nieuwe generaties, internationaler…?
