This goes back to the incorporation of SEAGHA in 1986. Both the private sector and the Port Authorities have launched many business-to-business and business-to-government projects which support, implement and promote the use of electronic messages. Antwerp was the first port in Europe which, already in 1994, made the electronic declaration of hazardous cargo shipped via the port compulsory.

The Port Authority, Customs, shippers, shipping companies, ship’s agents, forwarders, Terminal operators, road and rail carriers, barge operators, logistic service providers are all connected. APCS wants to excel in facilitating, stimulating and adding value to electronic information and message exchange between all supply chain participants who use the port of Antwerp. Thanks to APCS the transport and the handling of goods via the port of Antwerp can be managed more efficiently and flow optimally to the fore- and hinterland. It gives the participating companies a perfect view of their logistic chains. APCS stimulates the development of new ICT-services helping the port-related companies and their customers and to do business succesfully. Thanks to APCS all participating companies comply with the latest laws and regulations, safety standards and environmental measures. APCS stimulates companies to use electronic communication in the Antwerp port for their logistics flows, to improve business-processes and to make logistics manageable and transparent. APCS facilitates maximum co-operation between private and public enterprises in the field of strategy, the development of ICT functionalities and solutions. APCS wants to make maximum use of what is already available in the market to customers. Extra messages and applications are only developed, when they are not available yet, but deemed necessary.
