4 Wat is Flexible Toegang
Extract technisch reglement plaatselijk vervoersnet elektriciteit “toegang tot het net met aangepaste capaciteitstoekenningscriteria en met de mogelijkheid tot beperking van de toegang in functie van de reeds toegewezen capaciteit of de op netelementen beschikbare capaciteit.” Vastgelegd wanneer aansluiting wordt gevraagd (aansluitingsstudie voor nieuwe eenheden of aanpassing van bestaande ) Als Netbeheerder een risico op congestie detecteert Laat toe om sneller aan te sluiten (in afwachting van netinvesteringen) of om meer productie aan te sluiten op het bestaande net WG Belgian Grid

Wallonië Decreet 12/04/2014: Art. 25 decies: Elke eenheid op MS en HS moet afregelbaar zijn (grijs én groen) De GRTL mag geen aansluiting van productie-eenheden weigeren (grijs én groen) Art. 26: Notie van permanente capaciteit (voor groene eenheden) Vergoeding voor groene producent behalve bij overmacht of onredelijke investering Verplichting om te investeren indien investering redelijk is AGW 10/11/2016: praktische uitwerking  treedt in werking op 8/12/2017 RTTL 26/01/2012: Definitie van flexibele toegang + mogelijkheid om af te regelen RTD 3/03/2011: geen vermelding WG Belgian Grid

Vlaanderen Energiedecreet : geen vermelding Energiebesluit: geen vermelding TRPV 28/06/2013: Definitie flexibele toegang Enkel mogelijk voor productie-eenheden (grijs én groen) Bij normale uitbating kan flexibele toegang enkel permanent na goedkeuring VREG TRD 8/01/2016: Identiek aan bepalingen in TRPV Advies van VREG 13/06/2017 Voorstel voor een regulatoir kader, inclusief vergoedingsmechanisme Alle eenheden vanaf bepaalde drempel moeten flexibel zijn WG Belgian Grid

8 Open Concept at Federal level
Introduce concept in Federal Grid Code Titel I: definition (copy paste of TR VREG): possible for all new units TSO decides during connection study whether classic/flexible capacity for definitive Flexible Access regulator must approve Titel III: capacity reservation ( ~art. 99) ; connexion provisions (art. 112) + same modalities for offshore chapter Titel IV: Possibility to use Flexible Acces in case of congestion (art tbc) Important note : FGC does not describe remuneration modalities  legal framework needed How to deal with overlap Gflex – CIPU (Icaros) Principle adopted: no Icaros modalities where Gflex are applied ex: Only for new units Remuneration modalities for flexible access according to legal framework T&C RSP for Upwards activations Flex.
