Antwoord op ingediende vragen Vraag : Kan u een bondige, functionele, architecturale en technische beschrijving geven van het project, het bouwbudget en de algemene planning van het geheel? Wat zijn de betrokken disciplines in deze opdracht? Betreft het een volledige opdracht, met inbegrip van architectuur, stabiliteit, speciale technieken, EPB en veiligheidsaspecten? Antwoord :De studie omvat volgende projecten : Project SCC/LMF (Security Control Center / Local Monitoring Facility) : Dit gebouw is een installatie die gedeeld wordt door Belgische en Amerikaanse gebruikers en zal een centrale commandopost bevatten die informatie verwerkt van de veiligheidssystemen op de basis. De interventies ten gevolge van deze informatieverwerking worden van hieruit gestuurd. Ook het personeel en materieel, waaronder militaire voertuigen, voor deze interventies zijn fysiek aanwezig in deze installatie. 27

RÉPONSE aux QUESTIONS INTRODUITES Question : Pouvez-vous donner une brève description fonctionnelle, architecturale et technique du projet, le budget de construction et le planning général de l’opération ? Quelles sont les disciplines concernées par l’avis de marché ? S’agit-il d’une mission complète d’auteurs de projet, incluant l’architecture, la stabilité, les techniques spéciales, la PEB et les aspects de sécurité? Réponse :L’étude comporte les projets suivants : Projet SCC/LMF (Security Control Center / Local Monitoring Facility): ce bâtiment est une installation répartie entre utilisateurs belges et américains et comprendra un poste de commande central qui traitera les informations des systèmes de sécurité sur la base. Les interventions à la suite de ce traitement de l’information sont envoyées à partir de ce poste. Le personnel et le matériel, dont les véhicules militaires, prévus pour ces interventions sont physiquement présents dans cette installation. 28

Antwoord op ingediende vragen Dit gebouw zal omringd worden door een aarden wal en zal ontsloten worden door een toegangsweg. Project MOC (MUNSS Ops Center) : Dit complex bestaat uit twee gebouwen waarvan één voor het hoofdkwartier van de Amerikaanse gebruikers dat voornamelijk van administratieve aard is. Het tweede gebouw is een commandopost die informatie verwerkt van de amerikaanse veiligheidssystemen op de basis. De bekabeling van deze systemen zal van het huidige naar het toekomstige gebouw verlegd en verlengd worden. Ook dit laatste gebouw zal ontsloten worden door een toegangsweg. Beide projecten samen worden geraamd op een realisatiewaarde van ongeveer 8 Mio Eur (Excl BTW) en de studieopdracht omvat alle aspecten van het project (architectuur, stabiliteit, EPB, Veil, …). Ifv de goedkeuringsprocedures door de NAVO wordt verwacht dat de effectieve werken kunnen aanvangen in 2019. 29

RÉPONSE aux QUESTIONS INTRODUITES Ce bâtiment sera entouré d’un remblai et sera accessible par une route d’accès. Projet MOC (MUNSS Ops Center) : Ce complexe se compose de 2 bâtiments dont un pour le QG des utilisateurs américains, en grande partie administratif. Le deuxième bâtiment est un poste de commandement qui traite l’information des systèmes de sécurité américains sur la base. Le câblage de ces systèmes sera d’une part déplacé du bâtiment actuel vers le futur bâtiment et d’autre part rallongé. Ce deuxième bâtiment sera également accessible par un chemin d’accès. La valeur de réalisation de ces deux projets est estimée à environ 8 millions Eur (hors TVA) et l’étude comprend tous les aspects du projet (architecture, stabilité, PEB, sécurité,…) En fonction des procédures d’approbation de l’OTAN, il est présumé de pouvoir débuter les travaux en 2019. 30

Antwoord op ingediende vragen Vraag : Wat zijn de gunningscriteria, de ponderaties van die criteria en de berekeningswijze voor de vergoedingen van de ontwerpers? Antwoord : De inschrijver zal, na de fase van selectie, uitgenodigd worden om een offerte in te dienen op basis van een inventaris. Hierin vragen we enkel het % op het realisatiebedrag dat de inschrijver wenst te bekomen voor zijn prestaties. Het gunningscriterium beperkt zich dus tot de prijs. Gezien we niet de opmaak van een basisproject vragen om de markt te gunnen zal geen enkele vergoeding voorzien worden. 31

RÉPONSE aux QUESTIONS INTRODUITES Question : Quels seront les critères d’attribution, la pondération de ces critères et le mode de calcul de la rémunération des auteurs de projet ? Réponse : Le soumissionnaire sera invité, après la phase de sélection, d’introduire une offre sur base d’un inventaire. On ne demandera que le % sur le montant de réalisation que le soumissionnaire veux obtenir pour ses prestations. Le critère d’attribution se limite donc au prix. Vu qu’on demande pas la rédaction d’un projet de base pour attribuer le marché, aucune rémunération sera prévu. 32

Antwoord : Alle technieken die direct verbonden zijn met de concept van het gebouw (elektriciteit, data, HVAC, toegangscontrole, …). De technieken met betrekking tot het beheer van de veiligheidssystemen van de basis horen niet in de opdracht, met uitzondering van de prekablering voor deze technieken. 37
