3 Who am I? Ilse Schenk Work for Mobstaclesteam at EP-Nuffic
Expert in immigration procedures and other relevant legislation, for incoming international academics. Coordinator of EURAXESS The Netherlands. Er zal weinig in de wetgeving aangepast hoeven worden, maar er zijn twee punten die we hier kunnen noemen. Met name de intra-EU mobiliteit is nieuw. Omdat de intra-EU mobiliteit nieuw is, wil VenJ graag het veld betrekken bij het nadenken over hoe dit in de praktijk gaat werken.

4 Eligible for healthcare allowance
When are you eligible for Healthcare allowance: When you have a Dutch public healthcare insurance, called Zorgverzekering or Basisverzekering. En vice versa. Dus een student kan naar Nederland komen in het kader van een uitwisseling of EU programma met mobiliteit, zonder dat er een VVR nodig is.

5 Eligible for rent allowance
you are registered with your municipality on the address. You are renting independent accommodation (own door which can be locked from outside and inside, with own living/sleeping space, kitchen and toilet) You earn less than € annually. You do not own € or more. You and your roommates have Dutch nationality or a legal residence permit. No one is registered on the address who does not actually live there. En vice versa. Dus een student kan naar Nederland komen in het kader van een uitwisseling of EU programma met mobiliteit, zonder dat er een VVR nodig is.

6 Elligible for childcare allowance
You have to be employed. Than there are a bunch of other criteria, but this is the most important one. Researchers on a fellowship status, cannot apply for childcare allowance. Ter vervanging van de VVR aanvraag kan er een notiticatieplicht ingesteld worden. Dat is ook wenselijk, alleen al om te voorkomen dat mensen buiten de gedragscode om naar Nederland kunnen komen om te studeren.

7 Side jobs / entrepreneurship
EU/EER citizens and Swiss are free on the Dutch labourmarket (except for Croatians). Non-EU/EER citizens can only work in according with the workpermit or the work permit exception. Soon the workpermit access of Richtlijners will be changed: entrepreneurship AND sidejobs will become accepted. (this spring/summer) Ieder moment binnen de duur van de vergunning – dus zolang de onderliggende verblijfsvergunning geldig is en er een notificatie heeft plaatsgevonden. De mobiliteit hoeft dus niet volgens vooraf vastgestelde data. Het IND document is dus geen VVR en de IND mag er ook geen leges voor vragen. Het is nu nog onduidelijk hoe dit document aangevraagd wordt en door wie.

9 BRP registration and a visit abroad
When you are in NL on a residence permit, and you will visit another country as part of you research, please be ware that if you unregister from the BRP, this will have consequences for your residence permit. If you do not unregister, you can leave the Netherlands for up to 8 months, a year, without consequences for your residence permit. Contact your support office in such situations.
