6 Implementatiefasen During the UNFCCC negotiations, countries collectively agreed on the importance of having an iterative, flexible and learning-by-doing approach to REDD+ implementation. In practice, the phases are more continuous and discrete than originally thought. Bijvoorbeeld in Guyana zijn er pilots uitgevoerd in verschillende gemeenschappen (subnational level).

7 De vier REDD+ elementen
REDD+ NS/APs describe how emissions will be reduced and/or how forest carbon stocks will be enhanced, conserved and/or sustainably managed in the implementation of REDD+ (phases 2 & 3). NS/APs are integrative products of and processes of the readiness phase (phase 1), drawing from all the analytical work, stakeholders’ dialogue and strategic decisions made to prepare an effective and efficient implementation of REDD+ (phase 2). A NFMS is a system for recording and monitoring how land is used in a country, and to develop data which shows the levels of Greenhouse Gas (GHG) emissions and removals related to forests. Forest Reference Emission Levels and Forest Reference Levels (FREL/FRL) are benchmarks for assessing the performance of each country in implementing REDD+ activities. FREL/FRL encompass activities that reduce emissions and activities which increase removals. ‘Safeguards’ usually refer to processes or policies designed to mitigate risks. The seven safeguards associated with REDD+, as agreed under the UNFCCC, are broad aspirational principles that can help to ensure that REDD+ activities ‘do no harm’ to people or the environment, as well as ‘do good’ and enhance social and environmental benefits.

Het waarborgen van de resultaten die worden verwacht uit het project Bestuursbesluiten voor de strategische richting van het project Sturing geven aan de besteding van de projectfinanciën Kwaliteit, tijdigheid en effectiviteit van project gefinancierde outputs Adequate implementatie van nationale wetgeving en regulering, regels en procedures Het PB is een onderdeel van de algemene besturing van het REDD+ programma. PB is verantwoordelijk voor het halen van resultaten Taken op basis van de 3 pilaren opgenoemd in PRODOC Besluitvorming

Van eminent belang is comptabiliteit. Nodig: comptabiliteitsregels in achtnemen: eerlijke concurrentie (3 offerten), bewijsmateriaal (bijv. foto’s), advertenties, etc. 3 fasen, 4 REDD+ componenten Optie 1: Focus op 4 REDD+ componenten Optie 2: Prioretizering van 4 REDD+ componenten en ondersteunen van ontwikkelingsgerichte activiteiten in gemeenschappen? Optie 3: …………..? Prioriteit is betrekken van gemeenschappen. Nodig: Engagement plan, efficiente inzet van de bestaande strukturen.
