17 © Promotie Binnenvaart Vlaanderen VZW ICT aan boord 2015 | volledig rapport incl. evoluties ICT on board 2015 |full report incl. evolutions V Almost everyone who has a pc/tablet on board, also has internet access. Internet access increased from 84% in 2008/2012 to 96% in 2015 The survey held in the Netherlands / Germany in 2011 (so other participants and different main sailing area), shows the number of PCs on board were about the same but the number with internet access was remarkably higher – 2015 The availability of internet on board has increased over the past 10 years by as much as 42%. A proportional increase can be seen in the number of intensive users (one hour or more / day), which increased from 16% in 2005 to 64% in – 2015 Despite the rising internet usage, the monthly cost drops relative to During the last years specific products / packages have been placed on the market, (better) tailored to the needs of inland entrepreneur, who are, on-board, completely dependent on wireless communications.

Answers to questions concerning network coverage and used technology are related to the sailing area. Remarkable is the limited use of WiFi, compared to mobile network usage. Outside Belgium there is clearly much less use of internet, 36% of the respondents do not use the internet in France.

The use of increases clearly in all kinds of information exchange and scored the highest for the exchange of transport orders and especially for invoicing. We also see that the "no exchange" of information decreases compared to 2012, especially information on “the planning of the client” and “predictions about future cargo”.

Looking at these 40% only, 50% believe that the available online information is insufficiently adapted, while the overall results (all participants) of the survey indicate 30%. 37% Of the respondents says the availability of apps for inland navigation is insufficient. Suggestions for new apps are mainly voyage related, both in terms of fairway conditions as administrative formalities. Teletext is an intensively used information source in the IWT sector. 37 © Promotie Binnenvaart Vlaanderen VZW ICT aan boord 2015 | volledig rapport incl. evoluties ICT on board 2015 |full report incl. evolutions V The first survey concerning AIS dates from 2010, before any announcement of the mandatory use. Only 13% had an AIS device on board. 94% of them linked the AIS device to electronic navigational charts. The mandatory AIS use starting in some ports and the support program for the purchase of an AIS device in 2011, makes the availability on board increasing from 13% in 2010 to 84% in 2011, 94% in 2012 and 98% in 2015.

38 © Promotie Binnenvaart Vlaanderen VZW ICT aan boord 2015 | volledig rapport incl. evoluties ICT on board 2015 |full report incl. evolutions V The 13% who have AIS on board (2010) are all of the opinion that AIS makes navigating safer and clearer, even 83% find it easier to navigate. Because the % that have AIS on board in 2010 does not relate the % in 2012 and 2015, these figures are shown in a these figures in a separate chart Although the AIS user experiences for navigational purposes were already largely positive in 2012, there is a marked increase in Questioning whether via AIS voyages can be planned better, the response remains mostly negative like in 2012.

40 © Promotie Binnenvaart Vlaanderen VZW ICT aan boord 2015 | volledig rapport incl. evoluties ICT on board 2015 |full report incl. evolutions V – 2015 Both in 2010, 2012 and 2015 the opinions on the provision of AIS position information to the client remain very divided. There is only a small reduction from 22% to 18% of those who never want to provide position information to the client. Also the answers to the question whether AIS is a service that needs to be offered to the clients are very divided. The number saying 'yes' is rising by 11% compared to 2012 (13% to 24%) but the number of respondents saying "no" stays the largest group with 39%.

41 © Promotie Binnenvaart Vlaanderen VZW ICT aan boord 2015 | volledig rapport incl. evoluties ICT on board 2015 |full report incl. evolutions V % believe that AIS position of the vessel may be seen by other ships (+ 9% compared to 2012). The availability of AIS information for governments that manage the traffic has clearly also an added value for the respondents. 90% Think that their position may be seen by governments that manage traffic (+ 30% compared to 2012) Compared to 2012 is the number with the opinion that AIS is useful for the owner of the ship / captain or crew increased from 67% to 83%. The use of AIS for shippers and charterers increased by +/- 20%, the benefit to the waterway managers remains status quo. The answers to the question whether the position may be seen by "my client" and "all clients" is more divided, but in relation to 2012, there is a surge in the 'yes' sayers. 50% is of the opinion that position info may not be seen by “other authorities”. Compared to 2012 this is an increase of 6%. This is the only group where the ‘no’ sayers rise.
